Does Huoshan have states?

I was reading Tianhuo’s bio on the new website, and Huoshan is stated to be an empire, and an empire is a bunch of states ruled by one government right? Then I notice that Huoshan is referred to as a city as well sometimes, and that it’s super small. I mean, unless the Longma just like to call it an empire, but I just wanted to know for sure. Maybe it could have really tiny states and Huoshan is the capital, or it’s just Huoshan.

There is the country of Huoshan, whose capital city is also named Huoshan, just like Luxembourg's capital is also named Luxembourg.

Huoshan is probably not an actual empire, but rather called one due to being ruled by an empress. It's noted on at least one occasion for being relatively small, though while no definite measurements are given, I think it's doubtful that Huoshan is in a state of conquest, or has any vassals to its name. If either of those end up being the case, then yeah, huoshan would actually be an empire.
