What is the difference between neutral and forward/backward teching?

Im assuming there's a difference in the available invuln frames based on how you tech, but I can't seem to find that info. Also, what is the difference between flashing white in a tech and flashing blue?

The distinction I can see is that neutral techs are fully invulnerable, while back and forward techs start fully invulnerable but become vulnerable to throws after the first part. If you're referring to what I think you are, the blue flash indicates that a tech is possible and the white flash indicates that a tech has been performed.
